This revision brings clarity, accountability and objectivity to the process." Amendment to Canon 13 - passed "The Standing Committee requested this amendment to clarify the canons regarding the application for historic preservation designations." Revision of Canon 18 - passed as amended "The purpose of the revision of Canon 18 is to implement the establishment of our Diocesan Disciplinary Board, and determine the manner of filling administrative positions." Amendment to Standing Rule of Order XI E - passed "This change arose from a belief that a nominee from the floor now has the unintended and unfair benefit of a five-minute nominating speech, while nominees for the same office who follow the more usual process of submitting their name in advance for consideration by and nomination by the Nominating Committee have no equivalent advantage." Special Rules of Order & Agenda for the Convention to Elect of a Bishop - passed Fair Share Resolution - did not come to a vote "The Constitution and Canons Committee decided that this Document is not in proper form and did not believe is should be brought to the floor for a vote. The Bishop referred this Document to the Constitution and Canons Committee for study and report to the next Annual Convention. He also directed the Committee to schedule opportunities so views on the substantive issues involved are well heard. "Chancellor Jim Fanning clarified that the measure was not in proper canonical form because it suggests that a resolution passed by majority would have the effect of altering a canon but it could not do so unless the measure was in the form of an amendment to a canon."
